| The Committee shall develop an annual operating plan for the operation of the Devils Lake outlet. The Committee is comprised of 3 members appointed by the Governor representing interests affected by downstream impacts of operating an outlet to Devils Lake, State Engineer or designee, 1 member appointed the Red River Joint Water Resource Board, 1 member appointed by the Devils Lake Joint Water Resource Board, 1 member appointed by the Upper Sheyenne River Joint Water Resource Board, 1 County Commissioner from Ramsey County, 1 County Commissioner from Benson County and 1 representative of the Spirit Lake Nation. |
